How fixable would a truss rod issue like this be?

Relevant snippet:
The neck has a few issues (and I have reduced my original asking price by $400 to reflect that):
The neck plays just fine as it is, but it's fairly close to flat and, while the truss rod seems to work, there's no more adjustment left (i.e it's fully loosened) if it were to move into back bow. It's a 1973 neck so it's been through 47 years of changes and seems really stable..but the possibility is there and it needs to be mentioned and factored into any deal. I put heavier strings on the guitar (12s) which did help a bunch but to really fix it it would need some work. Like I said though, it plays great with decent relief as it is (no fret buzz, stopping out or anything).
Being that I live in super-dry Arizona, there is a little fret-sprout along the neck (minor) which almost always clears up whenever I send a guitar to a more normal climate. I have reduced my asking price to account for that as well.

Refinished, refretted. Fret problems sprouting. Doesn't sound like it was done properly. I'd pass.

edit, i dont know how the truss rods were back then, maybe just 1 way instead of dual acting? Could be snapped. What's it worth in 100%? You could always put a new neck on it, even from stratosphere. They could rip the fretboard off and install a new truss rod.

Was that a real original wrhb? That and and mjt body may be the only value there? And I don't like that color.

That's what he says. I just don't know much about truss rod issues hence the ask.

I am betting the refret is partly to blame. Apparently they can cause too much back bow if not done properly.

Aside from that, it's a bolt on. You can bolt a new neck on, and still sell later with the original neck.
