I wonder if there has ever been a quicker implosion and rebuild of a site? This was some rapid-fire stuff.

It's complicated. Per Wiki - In December 2011, Momo established Momo Technology HK Company Limited (Momo HK) as a wholly owned subsidiary in Hong Kong.

It's rather amazing that such a huge internet conglomerate has such an incredibly crappy platform.
