Odd question: What does it take to be a registered voter in FL?

Yes, what are the requirements to be a registered voter in FL?

This is related to my neighbor: one family member lives and works up here, in MA, yet fellow is a registered voter at a FL address. Is this legal, or just curious?
At the same FL address lives the third-party that actually owns the house the family lives in, next to me (tax records, deed, etc., all public info up here).

I am curious about the relationship between third-party owner and this MA fellow.
The recent, unannounced, drastic landscaping, two inches from my fence makes me curious about how this is wrapped up - who pulls the strings?

Well my dude does not qualify on these::

Be a legal resident of Florida;
Be a legal resident of the county in which you seek to be registered;

I do not think he has the stuff to file a "Declaration of Domicile" and prove physical presence: I see his daily work truck from my window!

Your friend should just get a MA absentee ballot.

I think Florida deserves the whole gang I have next door... probably will, eventually.
