That's a ubiquitous 12 bar blues turnaround used by everyone from Howlin' Wolf to the Rolling Stones, and it's therefore difficult to attribute to any one specific song. That being said, the part at the very end of the turnaround (ba da da da da) is highly associated with Muddy Water's tune "Mannish Boy," as well as George Thorohgood's "Bad to the Bone."

The short piece of music Cliff plays on the tape machine for Theo was probably recorded specifically for the show, because of the copyright issues mentioned above. If I wanted to go out on a limb and hazard a guess, I'd conjecture that, given The Cosby Show was produced by NBC, they probably used a band internal to the organization. It's not a far stretch to imagine that it was likely Paul Shaffer and the World's Most Dangerous Band, who was David Letterman's house band for The Late Show on NBC. They were most certainly familiar with that musical vocabulary and it's associated idioms and it does have that sorta generic "house band" sound.
